I came across this idea on a frugal living site.  It’s a money saving tip, but it’s also a great way to reuse plastic milk cartons.

Save two plastic milk cartons that are the same size and shape.  Wash the cartons well.  Fill each with equal amounts of beans, rice, unpopped popcorn, or sand.  Make sure the lids screw back on tightly.  You now have a set of weights.

Start with a quart and work your way up to a gallon.  You can experiment using different filler materials to change the weight of the milk cartons.  You can also use empty milk cartons as weights in the pool.
